The only way I believe you can install ColdFusion is if you're running a dedicated server. It's been brought up a couple times, and one of the big reasons for that is the license cost. You should be able to use Dreamweaver to build and publish your website though (as I do), but I think ColdFusion isn't an option in a shared environment.
