When you're dealing with hosts it's always a gamble regardless of how good their track record is.

With your needs, yes, I do believe Surpass can be a very suitable place. My website isn't very large (just a portfolio site really) and I've had excellent service. With that in mind, you really just need to worry about which server you're on. If you go shared, the experience is much more reliable and overall better. Some will deny that, but I've noticed a lot more problems with the Pass servers than the named shared. Worrying about CPU isn't something you should worry about -- except that your site isn't abusing it.

As for spam, it's not reliant on your hosting provider. You should try to keep your e-mail address off your website when possible and also learn how to use SpamAssasin to help out in precaution. Some users get pelted with it, others get a couple per month... Possibly others never get it.

One note: I'd recommend keeping your own back-ups for your site. In the event something happens, it's much better knowing you have it, rather than depending on a hard drive restore or whatever necessary. Keep them on your local machine or on a removable disk/hard drive for the best results.
