When you pay to transfer a domain, you also get an additional year. So no, you would not need to pay $16 twice.

It's too late to transfer it now. You can't transfer an expired domain, and if one expires during the transfer, it can get messy. At this point you have 2 choices: renew with 1and1 and then transfer it later, or let it expire and then just register it with Surpassdomains.

If it expires, it won't be available for quite a while. The expiration period can take a couple of months before it can be reregistered. There is a redemption period that then goes to a pending delete state. During this time, you can't use the domain, and can't transfer it anywhere else.

Then, even if you can wait, there's always the possibility that someone else could get it before you. I had a client lose a domain because she was having issues with register.com, and before she knew it, it was bought by a names broker who kindly offered to sell it back to her for $3,000 US.

Your call, but if it were me and I cared about the domain, I'd renew with 1and1, and then transfer it.
