Clarification of chat references
Regular chat scripts and applications:
It's possible that a script that you use (whether for chatting or something entirely different) may never cause an issue but if it does, it will be either suspended from use until another solution is proposed or removed if it was particularly damaging.
If any script causes the server load to increase appreciably, it will be suspended from use. At present, the number one cause of excess server load and suspended websites are chat scripts.
Chat scripts are problematic in a shared hosting environment because they lead to near constant requests to the server. Obviously, this is unacceptable in a shared hosting situation and qualifies the owner of the script as a "bad neighbor."
Internet Relay Chat:
IRCs have a tendency to draw a decent amount of CPU cycles that drain server performance. IRCs are only ideal for a dedicated server environment. IRC and random bots are not allowed on a shared server.
