Some questions about VPS...

Hi people, I am seriously considering upgrading to VPS, and would just like to find out a few things as to what Surpass offers regarding how it is managed and whether I can:

1) monitor system resources
2) reboot the VPS myself
3) make backups without feeling guilty I'm sapping resources for anyone else on the server
4) reboot seperate things like MySQL, IMAP

so I don't have to go sending in tickets to Support saying "my board is down" and they reboot MySQL or "my webmail times out" and they sort it...?

I understand the concept of a VPS, but I do not know the ins and outs of how things are managed/fixed/rebooted etc, and I'd like to have a bit more control over things, plus not be at the mercy of any mishaps of other people on like a shared server, for example. Also where would this control option be exactly? Under some new icons in cPanel or somewhere?

Hope that makes sense, sorry if I've confused any issues
