High Server loads after upgrade

I just upgraded from a

Pentium 4, 2.8Mhz
Memory: 1024MB DDR System Memory Storage: Single 80GB Hard Drive Transfer: 1,200 GB per month IP Addresses: 4 :: Private VLAN

to a

AMD Dual Opteron 244 1MB Cache
Memory: 1024 MB DDR (1GB) ECC System Memory Storage: Single 120GB SATA Hard Drive Transfer: 1,200 GB per month

I thought this would be a good move since my site had gotten popular and was highly reliant on php to deliver its content. Yet now my server load has increased tremendously and both I and the support team can't figure out why the Zend optimizer isn't loading under my php config.

I've read that the CentOs operating system has had bugs when running in x64 mode that causes high memory use and server loads.

Recently my load now has never fallen below .5 for 2 cpus even when I am the only user on the system and it has peaked at 64 and crashed the http server.

So I'm turning to you, the community, to ask your thoughts on this.

What can I do to gain performance if upgrading the hardware doesn't work out... or what can I do to make the hardware work to my need?
