If Your account/site is at a server without phpsuexec enabled, it was probably a ownership issue. Probably the folder was owned by "nobody" and not "you" (accountname)

One way to go around that kind of issue is to first download the folder to Your computer, then delete the folder at the server.
After that upload the folder from your computer - and the folder is owned by "you".

If Your account/site was with a server with phpsuexec enabled, it could have been the same thing if the folder was created before phpsuexec was enabled.

(folders and files that are created by the script at a server without phpsuexec are allways saved by "nobody" and the folder needs "777")

WP don't need any files and folders to have 777 at a server with phpsuexec enabled.
"755" for folders are enough.
