1. As bigjohn said, you can configure that through .htaccess.
2. I'm almost 90% certain that Surpass updated MySQL to the required version. If someone could link to a standard phpinfo() for a shared server, it would answer this.
3. Yes. allow_url_fopen is enabled.
4. I'm not sure about this one.
