MarkRH, thanks for confirming #2. PHP4 doesn't have mysqli available because PHP4 itself does not support it.
I've yet to find out anything regarding SOAP/REST support. At this point I suggest hitting desk.surpasshosting.com and asking support. Even if it's not currently installed, you may be able to get support to install it.
