Just to add a little to what DewKnight said, 40 - if that is your annual budget - is going to be a little tight. The cheapest shared plan from Surpass is the OC5 plan which comes in at 59 anually (see this link). If 40 is your limit, then you might inquire in the classifieds forum for a surpass reseller who might host you.
