But one more quick question, if the cPanel account is transferred over from elixant to surpass, does that mean the database for the forum would go with it as well so that nothing is actually lost with the forum? It's not open yet, but we were planning on opening it soon until we got the bad news from elixant about their closing. We are just worried about losing everything we have added to the forum such as hacks, threads, schemes, etc.

Well, to get a better idea, the cPanel backup that will be created at your host (via the cPanel 'full' backup option). Which packs up all files, folders, databases, emails, addon/parked domain informations, all cPanel customizations, and other. Thus, your new Surpass account should be setup with all the resources aquired from your old host via the cPanel backup that was transfer and imported into your Surpass account.
