About the prorated fee, let me clarify it.

Surpass wants to make bills due the beginning of each month. So, if someone signs up in the middle of a month, they are charged for a service value of the remainder of the month, while their real billing starts on the 1st of the next month. Once your first bill is due (on the following month), you'll then have the year billing from there and for as long you keep the account. The proated is only at signup, where renewal will be regular fee.

Why prorated? It allows you to pay for service of the rest of the month so you may receive the service then, and not wait until the 1st of the next month.

(Oh, and as Puckchaser has mentioned, pointing the domain to the host gives the hosting account an identity/access, thus the email accounts are handled on your hosting account and not GoDaddy, as their email account is for if you don't have a hosting service/account available.)

Also, about the domain name, you can register that anywhere. As when it comes to hosting (no matter if it is with the same company or not), you'll have to point the domain's DNS records to the two nameservers provided by the host in the welcome email (after purchase and account setup, your host will send a welcome email giving login information, etc). This is quite easy and you can count on the Surmunity (Surpass Community) to help you in any way, on that subject or any other.
