If you're running all joomla sites that are heavy on mysql then you will most likely have memory issues on this server. It may come with 512MB of RAM but cpanel uses up a part of this just to run so you really have less memory to work with which is probably what is causing the load.
But if our admins are suggesting some tweaks rather then hardware upgrades, lets hope that helps
