On that ticket the issue is that your applications require allow_url_fopen to be enabled. That is actually a security risk which we recommend against. But some applications require it due to how they were programmed.... I will let you know the steps to take to enable it locally only for your site in case this happens again.

As you can see here your server was recently upgraded to improve service. Many hosts are not even implementing the newest PHP and MySQL versions. But we have an ongoing schedule of these upgrades.
