Re: 'site admins notified' - I received an email from Surpass approx 2 weeks ago that the upgrade would take place yesterday, if that is what you were asking.
If you meant 'system admins' instead of "site", then they were notified by Grant in Surpass Tech Support after he saw at least my ticket, and possibly ddouma's, and likely determined that the issue was one to be dealt with at a different level than normal TS.
Re: PayPal - is that the payment for your hosting, to Surpass? I think that something there changed a few months back; I did have to go in and edit my payment info last month (IIRC), as the change apparently kicked me out of auto-billing.
