The cost fluctuates bc different companies go with different domain resellers... Sites like surpass then have to mark-up the cost to turn a profit. Some resellers charge more for a domain and sometimes sites want to turn a larger profit... that's why the cost fluctuates.

The cheapest way of selling domains is to become a direct seller... I think the application fee is $75,000 and the company must have $250,000 in assets... I could be wrong though. All figures in USD.
