To open a command prompt in windows, you click on the start menu and hit the run link, in the pop up window, type cmd in the inuput field and click run. A little window will pop-up with a black background, this is your command window.

Have you also tried deleting cookies? Not sure if this would really effect it, but you can try that, or try viewing the site in another browser? =)
