It all depends on what your clients are using. Think of a VPS as running a product such as Virtual PC with several OS's on your home computer. If you take all these Virtual OS's off your home PC, you now have a dedicated computer.
Even though a VPS gives you a simulated dedicated environment (root access) you still are sharing that sever with several other customers. With a dedicated, you get your own server to do with what you need to.
I would say it's good to start with a VPS, and then upgrade to a dedicated once you outgrow that.
