OK, I think I figured it out. Several years ago (at a time when I had nothing on my site that would have been of interest to anyone outside of my acquaintances), I dealt with some persistent spammers by blocking their IP ranges via .htaccess. This was supposed to be temporary, but evidently I forgot to remove it. I think this accounts for all the 404s. I've fixed the .htaccess, and expect that will solve the problem.
