you can go here http://www.xoops.org/modules/core/ and install it there... i'm pretty sure you can install it through fantastico as well.

you'll need to start a support ticket... maybe since pass33 is new, they forgot to put fantastico on it. if you need Xoops before they're done, you can always install it with that download.
