both are CSS and or template related. The CSS controls colors, the template index.php file controls the layout. I would guess that the table defines the graphic as larger than the original file which is causing the 'stretched' look.
I could help more if it was Joomla... but these things should be common to most CMS.

As BigJohn said, the CSS controls the colors, so you could change the background color with the CSS file. Look for the body tag, and that's where you would add the "background: #fff;" tag....#fff would make it white by the way, which it already is anyway.
Also, like he mentioned it's probably the html doing it wrong. I'm guessing it has a size setting on the page. Open the theme.html file, and just remove the width and height tags of that image. That should fix it.
