Chat programs are NOT allowed
If a user runs any type of chat program on shared servers, it will no longer be tolerated.
First Offense : Suspension followed by termination There are no exceptions. |

What is defined as a chat program? phpbb is technically chat...

I don't think phpBB is technically a chat program the way that programs such as Entropy chat is. Chat programs (and some BBs for that matter) can be server hogs. That's fine if you're on a dedicated server. But on shared hosting, you're pretty much at the mercy of the web host's edicts. Don't like it? Pony up the cash for a dedicated server and I'm sure you won't hear a peep out of them.
Here's one security flaw that Entropy opens up on cPanel. This could be one reason for their rule: http://www.osvdb.org/20459

One of my sites provides access to an IRC chat room via a java applet. The applet itself is not hosted on the server, but I-Framed in onto the page from the IRC Network's server. Is this a violation? Because chat room access has been a fundamental part of the site, and none of the actual chat software is present on any Surpass server.

Ardath Rekha, IRC chatrooms via java applets are fine. As long as the chatroom is not hosted on SurpassHosting.

What about phpMyChat? It can be installed via cpanel, so I'm assuming that if I were to set up phpMyChat that my account wouldn't be suspended/terminated, or am I wrong?
