can I do this with xoops?

I have a plan for a website for which I will do lots of custom work, but in the meantime I need to get a proof-of-concept up reasonably quickly.

I need to put a site together which allows free memberships, and then has certain other for-pay features that can be added to the account a la cart. The services that they will be paying to access will be custom pages or automated communications.

Can I customize xoops like this for my needs? Would there be a better CMS? I'm an IT professional who has done a lot of development in PHP, I have just never used an off the shelf CMS before and don't know how much time it would save me to go this route vs. just putting it up from scratch.

From what I've heard, Xoops has that ability via modules now (the free stuff/pay stuff ability) but I'm not sure what module does that.
