Web pages cacheing in unkown place

I have been experimenting with editing a PostNuke theme. I am having a problem that the revised web pages are not being displayed. It my efforts to customize this theme to my liking I sometime have problems were the colors that I have selected do work when I go to the admin panel (text in tabs and text boxes not visible). In those cases I often revert back to a previous theme to make some changes. I then will restore the settings to the theme that I am editing. When I did this yesterday the web site reverted back to an earlier version from several weeks ago that is not longer in the theme folder. I do not know where this older version may be hiding. I have cleaned out the cache o the computer that I working on and have meta tags on my page instructing any proxies not to cache the page.

In addition

To clearify my problem here, I have been working editing this theme for several weeks as time permits. I do not have a FTP client to use so I usually FTP into my site using Internet Explorer. After I have made changes to any of the files I first delete the file on the server, upload the revised file and then change the permissions on the file to 755. I then open up a new internet explorer window to revisit the site to view the changes. I noticed several weeks ago that my xchanges were not getting picked up even though I can verify the revised html and php files on the server. Even though I am going through a caching proxy I do not believe that is the issue for I can log into myu site and change things under admin like the position and layout of left and right side blocks and have those changes appear immediately after refreshing my browser. Also, I have my site setup with multible languages, english and spanish. When I view the site in Spanish I see differences in what is displayed on the screen than when viewing the site in English even though the html code for those differences are there in the HTML code under booth languages.

The differences can be viewed at the bottom of the page where I placed some code trying to figure out the variables for the colors.
