I dont think so.. thats like saying people with AOL as theyre ISP cant see your site. I guess you can BAN the IP's but thats about it.. (Not sure if you can ban with cpanel or not)

You would have to use the IP Deny Manager and enter in their range of IP addresses. I believe you can use wildcards, which makes it much easier to do.
