I did the test mentioned on that page and found where Surpass is giving a 403 forbidden. Another host does 406 - Not Acceptable
(An appropriate representation of the requested resource /index.php could not be found on this server.) so there must be a tweak in the configuration that would help the user distinguish the source of the problem
