wtf are you talking about, viewing a image cannot alter the image quality.
Gif? Your NUTS Gif is 256 Colors MAX!!!
jpg is is Over 16 Million Colors.

Here is the Low Down. If you EDIT a Jpg Image and Recompress the image you can sometimes loose some image quality.

This is not always true tho. You can Enhance a image in a JPG format with Filters then ReSave it aswell.

The BEST image Quality Format is TIF
PNG is Replacing GIF Because the PNG is better Quality and Better Compression.

For photographs use JPG - its larger palette and compression style make it the best choice for photos.
If you want a special effect transparency, you'll obviously need to use GIF or the Newer PNG.
