What would I use???
A client has asked me to find a solution for them... They want to create banners and text ads, etc. I thought that I could server those ads to another site with phpAdsNew and track the results but from reading the literature it doesn't seem that I can? If yes, please explain how I can do this and if not, what PHP script would you suggest to serve ads to another website and that would allow me to track these click-throughs.

not sure how good you are with PHP, but most CMS (mambo, xoops, postnuke) have banner components. You could dig into the php code that they use and see how it's done...

I haven't used phpAdsnew in probably 6 months, but I was using it for that specific purpose. I may install it today again and see if I can find out how to do it again. It takes a bit of getting used to in order to get it configured for you properly. I think that was why I actually gave up using it. I didn't have the time to mess with it and get used to it.
