You could always install it manually instead of waiting for Fantastico to have it. It's not that hard.

no, IPB 2 has a licence fee.... so it's not likely to be in 'fantastico'.

Surpass uses 'scripta' which is like fantastico, and is under the scripta or scripts library icon in your cpanel.

I know...ipb 1.3 is there, but I have read that it will be there in a few months.

ok, um...it will never be. It will be 1.3, because of the license fee. They would have to pay over $90billion dollars, so that every customer could have it. Sorry man, but no way is is coming.....

Okay for some reason I can't edit my post, but my friend just got hosting from you guys, I got in his cpanel and he has fantastico and its really organized, so can I just have it installed on my cpanel please, if not, can I ask why?

The scripts library is not Fantastico. It may be Scripta. Fantastico is not installed on several servers, Pass is one I'm sure of.
