When a name server crashes, does it need to re-establish itself within the DNS community before it starts resolving domains? How long would that take?

I just noticed another consequence of both name servers being unavailable. It messed up my outgoing mail, which doesn't go through Surpass, because many recipients do a check on the sender to see if their domain exists, to try to get around spammers with made-up domains.

With both dns7 and dns8 being hosed, this failed, and mail bounced.
