I don't think so.
I believe surpassdomains registers domains through eNom. I just went to eNom's website, and there was no mention of being able to register .nl domains. John

You may have to do some google digging. .nl dose not seem to be cheep.

www.hostway.nl offers .nl domains for only 5 euro the first year, but then you need to let them point the DNS entrys to your surpass place and that is going to cost about 17 euro. After the first year the domain is going to cost 15,95.
I got one of my domains from that place. I'm not sure why .nl domains need to be expensive.
