How to setup my own nameservers with .mx domain?

I have one issue/question.

My main domain is nipponpower.com.mx, the .mx authority won't let me change the DNS info to

ns1.nipponpower.com.mx
ns2.nipponpower.com.mx

Since they check that the domain actually resolve on the server... how can the nameservers resolve if I cannot change the DNS in first place?

Does that makes sense?

When trying to change the domain (nipponpower.com.mx) with .mx authority I get:
Cannot establish connection with DNS. Please check: DNS 1 ns1.nipponpower.com.mx
Cannot establish connection with DNS. Please check: DNS 2 ns2.nipponpower.com.mx
