Hello,
How to point new domain to the server without creating a new account or changing any file on the server? Only with changing domain NS. Like domain registrars have.

You would do that with your registrar (Surpass Domains or another registrar) but you would then need to park the domain in cPanel, so that would count as changing something on the server.

Some registrars have DNS change facilities, if you keep the nameservers with them, or use Zoneedit or similar.
But that still leaves the problem of getting the server to spit out the right page. The only way I could see that working is if your account has a dedicated IP address.

Hmm, I just need an option to show default "Domain parked" page on all registered domains without custom (user) nameserver set.
So let's say, if someone register a new domain, this domain will have default registrar ns (e.g. ns1.myhost.com, ns2.myhost.com) and this domain will show default registrar page as long as domain NS are not changed to custom one (e.g. dns1.webpageserver.com, dns2.webpageserver.com). Something similar you can see when domain name is expired and then nameservers are automatically changed to registrar parked page, and it's displaying default park page with some ads. You can point any domain to the registrar park nameservers and this domain will display same page like all other expired domain with same ns.
