Can a domain registrar effect this?

So one of the domains I host is having problems and when I ping it, it has a completely different IP address then all the other domains.
The domain is using the same nameservers as all the others.

The only difference is the domain registrar.

And when I do a traceroute on the domain, it's different from the rest...

There a few things which can cause this including,
Your registrar has set a different DNS.
You have set the wrong DNS.
If it is a new registration then unless you change it it could by default point to a parking page.
You have changed the DNS within the past 72hrs and not all hosts have updated their trouting and/or Bogon lists so it does not always end up where you want.
Someone at some time has split the main web IP address and the mail IP address, as such, mail goes one IP and web the other.
Ping is switched off or re-directed.
Your host (dsl/dial up provider) has not got their tables updated so the domain does not resolve properly so you end up looking in the wrong place.

The domain in question is silverescent.com it's not mine, so I've already asked about when the nameservers were changed. Mine is twirp.net which is pointed at the same nameservers and not having any issues.

I just tried silverescent.com and it redirects to http://deathchronic.twirp.net/

Should it? It does say Silverscent at the top of it.

Same here, I assume you have set this us as a subdomain of twirp rather than with a reseller account giving it it's own identity and space.

It has it's own space and stuff.
The problem is that the domain isn't working for some people (and stops working every now and then for others, which is why it currently redirects, it wasn't doing that earlier, but it wasn't fully functioning earlier either).
I haven't had any issues from here, but they contacted me by e-mail about how they were getting issues from the library, and I was trying to figure out where the issue could be coming from.
