Okay well I'll go with Public and umm I can register the domain first right? Then I can point it to the nameservers here?

With private registration nobody sees your personal info when they do a "whois" lookup. Instead of saying "John Doe owns this domain at such and such address" it says "Registered to Domains by Proxy in Arizona." It also does not give out your phone number or email. Email gets forwarded to you if you want -- and it has a great spam blocker. It's worth all the money in the world and I do not know why anyone would purchase a domain name without it.

You can buy the domain first and point it whenever you like. It will simply be parked until you point it somewhere -- which means it will say "This site is being parked for free at Go daddy.com"

Well the thing is I don't have enough money in the paypal account, even if I transfer from my bank, it would take forever and I don't have dat much time since I have to meet a deadline to set up a VB forum. =\

I am not sure I understand -- are you saying you ONLY have $10? Look, you need to buy BOTH or else you won't have a site. You can buy the domain now -- but then you must buy hosting to host VB. And you can't buy hosting until you have a domain name. So regardless, you have to buy the domain name first.

But you're screwed if you can't buy the hosting after you buy the domain name. Basically, you just bought a domain name that is sitting there doing nothing.
