When trying to change the options in Horde, the options aren't saving. For example, when I try to get Horde to display 30 messages per window and I click save, the settings don't save. It says the settings save, but they don't. I've tested on another host, the settings saved there. This would lead me to believe that there is something in the permissions or something on dime5 that isn't allowing webmail-Horde to save settings.

I can't change any of the settings on Horde and have them save. Nothing.

Try emailing support about this. I certainly don't have this problem myself. Maybe they can give you a littler better insight.
