Thumbs down email sending limit?

I have a client that is trying to send email to a few groups through Outlook Express - one group has 23 members and another has about 60-65. She seems to have trouble sending them, and since I am her email provider through my reseller account with Surpass, I thought I should be able to tell her if her lists are too large or not. What kind of limits are there on sending email through your servers? 100/minute? less? more?

I think I remember reading that it's something like 350 per hour on shared/reseller servers.
