Editing php.ini

I would like to be able to use the phpwhois script from http://sourceforge.net/projects/phpwhois site. In the "readme" file, it informed me to edit the php.ini file. This is what it says for the installation:

Basically, untar the distribution somewhere and make sure the directory is listed in 'include_path' in your php.ini file.
Is it possible to add/edit the 'include_path' to the .htaccess file?
