MySQL with SSL

If I have SSL installed on my server, does this also apply to the MySQL database server?

In particular, can I use the MySQL GRANT facility to require secure connections when allocating users to databases?

Can you give an example of why you'd need to do that?

Your "mysql" server is localhost, and the users are local too.

Yes, maybe you are, but that isn't necessarily a bad thing. But to answer your original question, you don't have access to the GRANT function of mysql as it is, so it wouldn't matter in the first place. The only way you can GRANT privileges is through Cpanel's user add feature under the Mysql section.
