Upgrading packages

Right now I have a website that would require either the Celeron or the Pentium 4 server package, however, later on (half a year+) it is pretty much determined that we'll need the dual Xeon. So, if I were to buy a lower package, how difficult would it be to upgrade it? Can you just setup a new server move the data to it?

They simply take the hard drives out of the current server and put them in the new server I believe.
