Nameserver Management

I am hoping to better organize my clients as i run 2 reseller outfits. One is a more global venture in american funds and another is a more geographic local premise. on the reseller , clients knew and were aware of both

So i have set up the two resellers and moved my accounts accordingly

"global"
"local"

Now what i want to do is a custom nameserver for the local one

I notice with a dedi package i get 4 ips

the global(main) one is xxxxxxxx4
the name servers are set at xxxxxxxx5
xxxxxxxx6

WHM tells me i have one available IP xxxxxxxx7

What steps are needed to change all the local accounts to a new custom nameserver with the existing ips that i have?

Secondary Nameserver: add nameserver ie. ns2.reseller.com >>Add an A record

i tried this and trying to add ns.1reseller.com it takes my last available ip because i also have to assign an ip for this method before being allowed to enter an A record...maybe there is something i am missing. i double checked and sharing nameserver ips is checked in tweak settings
