I believe that dropped packets are incoming packets routed to /dev/null by iptables or a similar process.

That is a good entry. I am clear now that the dropped packets are seen from both sides, not just on the received side as I originally thought.

Yepper you got it.

Tweaking your internet connection for optimization can help a little but in most cases it is rather little help that is dose.

One of the biggest factors that affects it can be internet congestion (latency) which you just can not control.
