Thanks John, I gathered that much ... can you give an example of how to "relax openbase_dir restrictions?"

This is a new procedure for me so I want to get it right.

Hey Carnuke,

If you are trying to modify Openbase_dir, you can find this in WHM. If you look under "Tweak Security", there is an option to modify settings for openbase_dir. Let me know if this works for you.
