Look in cPanel - and click on IP Deny Manager.

In your .htaccess you will see where you have some started if you used that tool. Just add in the domain names or IP's to the list there and you should be fine.

But he's got a dedi, and wants to block ip's from the whole dedi... I know I've done this, but I don't remember exactly how. I'll do some searching...
