When I buy a VPS on you, I am entitled to IP's fixed?

I believe only dedis automatically get their own IPs (if that's what you mean by fixed) but you can purchase your own IPs if you like. However, all servers have their own IPs that do not usually change during the life of your plan (if that's what you mean).

All VPS accounts come with dedicated IP.

All VPS accounts come with 2 ips. One main ip also the first nameserver, second ip for second nameserver. You will be able to utilize this second ip for a domain/ssl if you would like. These ips are fixed and will not change for the life of your account.
