Root Password Reset + Speed Issues

I have two servers with surpass, everything was working fine until about 2 weeks ago i couldn't access WHM for one of the servers , or have root access.

I emailed tech and initially they thought it might have been hacked (something which i doubt because the server was relatively new and unused). I then recieved an email informing me that the root password could be reset if i provided some Paypal ID etc.. I sent that email off and still no reply.

Since then i've sent 3-4 emails and still no response. I've needed to create accounts on the server but haven't been able to do so for half a month because of this.

Next problem was poor speeds on the network (from the first oppertunity i got to test the servers). I was getting speeds of about 125 - 200 kb/sec sometimes 300kb/sec from both servers. I had paid the extra $25 for each for the 100mbit upgrade but i don't see how i could even touch anything near that with those speeds (hence a waste of money).

I performed various download tests from my other servers (of which i have 9). The were located at Theplanet , managed.com and Burst.net (all with 100mbit connections) and was still getting very poor speeds. It should be at least in the 1MB/sec region and not 100 kb/sec.

Furthermore i requested some mrtg graphs, but was given netflow graphs instead. I don't mind those either ^_^ but the problem is the traffic on the graphs didn't represent the activity on the server one bit. i.e. they didn't work properly.

'Eman' has been dealing with me with the speed issue over the past 2 weeks. He has been helpful, prompt to respond for the most part, however the problem is still there.

It is close to the end of the month now, time for next months payments but after this initial month i've been left pretty confused as to what to do.

The Server Ip's are :

66.195.17.117 (Speed Problem)
66.195.16.208 (Root Password Problem + Speed Problem)

Looks like there is problems with a savvis router as shown above. That could be your speed problem.
