Speed Issue

Hi,
There is something going on with my server, regarding up/down speed.
I have cable and I can upload at about 80k download at about 400k+. I can't seem to transfer any files to my server over 20k/sec. I noticed loading times via http as well.
Can someone take a look maybe there is some sort of network problem?
The ip is 66.195.18.91. Thanks

Looks fine now, ping times are in the 75 to low 100ms. What's the maximum speed of dedicated servers anyway?

I read that their on 10mbit ports and can be upgraded to 100mbits

$25/month. not sure though.
