Being accepted (different Country)

This really isn't a 'before signing up question' as I already have but... I've signed up for shared hosting and had my order cancelled due to the fact that my Creditcard was located in the United States and my IP in Brazil. I noticed that some people from other countries have been accepted. Why would this be? They are using their own countries Creditcard? Would I be allowed if I used Paypal?

Sometimes cards fail, and sometimes they do not. It just depends on the merchant and other factors.

I signed up on Tuesday. On the first day everything seemed alright, I saw it under the Orders list as pending. Then 24 hours passed and it dissapeared from the list so I assumed it was part of the auth process. Fourty eight hours passed and I get a little confused. Then more time passes and I decide to email support. They tell me that the order was cancelled because I used a Credit card located in the states yet my IP was coming from Brazil. They said that they couldn't accept me, mentioning something about the anti-fraud system of 2Checkout. Then I find out that 2Checkout did actually bill me, so I email them back and they tell me that they issued a refund yesterday and that it will take a couple business days. So this is where I am. Should I still email?

seeing that you got charged, i'm sure surpass will do everything in their power to get this resolved. if you are unable to use the credit card through '2Checkout', by using paypal, you may be able to avoid these problems... maybe try that?

I think payment wouldnt be the problem since they charged me sucessfully. Perhaps for legal reasons?

it's possible. what i'm saying is you might not have that problem if you used paypal. i'm sure they'll get the issue resolved.

Yes, they told me they had issued a refund. That isn't a problem though, I would like to know why I can't and other people can.
