Is there a way that I would be able to set up user accounts through CPanel, like you are able to in Plesk? It would provide access to a personal directory that has a set quota, and would provide the user with a URL such as: http://www.domain.com/~user.

You can create FTP accounts through cPanel, but you can't set a quota.

If you really need the quota, I recommend you use Invision File Manager, but it's a web based FTP system.

You can specify where you want the user to be able to FTP to.

Ie. Set the username as test and you can set that accounts directory to http://yourdomain.com/user, or you can setup a subdomain with that account (you must do this seperately) and the user will be able to access his/her account through http://user.yourdomain.com and the other one.

No problem You can try a demo of cPanel here. You can login with the username demo with the password demo.
