Dedicated Server - cPanel required?

Looking into Surpass for a dedicated server. Is adding cPanel a must? I can't say I really want to spend an extra 30 bucks a month when I could just install something like VHCS (http://vhcs.net/new/) for free.

Will surpass allow this or do they simply require cPanel?

From what I have seen posted in the past it is your choice there.
